2022年5月11日,由北京和利时系统工程有限公司牵头承担的***研发计划“网络空间安全治理”***专项“基于国产密码算法的工控编程平台安全防护技术”项目启动会以线上线下结合形式成功召开。工业和信息化部产业发展促进中心专项二处处长刘英军、北京信息科技发展中心副主任谢腾翔参会。
为落实“十四五”期间国家科技***有关部署安排,***研发计划启动实施“网络空间安全治理”***专项。“基于国产密码算法的工控编程平台安全防护技术”项目由北京和利时系统工程有限公司牵头,联合浙江大学、中国电子信息产业集团有限公司第六研究所、北京邮电大学、哈尔滨工程大学、中国电子技术标准化研究院、中国科学院沈阳自动化研究所、宁波和利时信息安全研究院有限公司、北京***华泰信息技术有限公司、杭州立思辰安科科技有限公司共10家国内工控安全领域的优势大学、科研院所、测评机构、产业公司共同研制,具备深厚的科研实力。
项目围绕工控系统典型共性安全问题,研究工控系统跨域(区)双向互联安全管控和安全评估技术,构建覆盖工控编程平台和工控在线平台的工控安全防护框架;基于国产密码技术,设计面向工控编程平台和工控在线平台的轻量级密码算法和安全协议,并***适配到国产DCS和PLC系统;构建覆盖工控应用数据和代码全生命周期的工控编程平台安全防护体系,研究在联网和脱网状态下身份认证、行为度量、数据加密和细粒度管控技术,研发工控安全编程平台;研究基于***计算的身份认证、运行态访问许可关键和行为特征提取技术,研发工控编程平台安全管理软件。项目的开展具有重大的理论意义和工控实用价值,项目科研成果将在建设网络强国、发展数字经济、助力经济社会发展等方面充分发挥作用。
会议由和利时集团***项目部总经理贾峰主持,和利时集团副总裁何春明、项目负责人浙江大学研究员张秉晟及课题负责人和其他项目组成员参会。中国电子科技集团公司第三十研究所所长卿昱、中国网络安全审查技术与认证中心研究员魏昊、北京航空航天大学交通科学与工程学院院长杨世春、北京理工大学自动化学院副院长孙健、北京华京会计师事务所有限责任公司会计师阎春辉组成***组,对本项目的实施工作方案进行论证、指导。

The project of "security protection technology for industrial control programming platform based on domestic cryptographic algorithms" is led by Beijing Hollysys System Engineering Co., Ltd. in conjunction with Zhejiang University, the Sixth Research Institute of China Electronics Information Industry Group Co., Ltd., Beijing University of Posts and telecommunications, Harbin Engineering University, China Institute of electronic technology standardization, Shenyang Institute of automation, Chinese Academy of Sciences, Ningbo Hollysys Information Security Research Institute Co., Ltd Beijing * * * Huatai Information Technology Co., Ltd. and Hangzhou lischen Security Technology Co., Ltd. jointly developed by 10 domestic advantageous universities, scientific research institutes, evaluation institutions and industrial companies in the field of industrial control security, with profound scientific research strength.
Focusing on the typical common security problems of industrial control system, the project studies the cross domain (area) two-way interconnection security control and security assessment technology of industrial control system, and builds an industrial control security protection framework covering industrial control programming platform and industrial control online platform; Based on domestic cryptographic technology, design lightweight cryptographic algorithms and security protocols for industrial control programming platform and industrial control online platform, and * * * adapt to domestic DCS and PLC systems; Build a security protection system for industrial control programming platform that covers the full life cycle of industrial control application data and code, study identity authentication, behavior measurement, data encryption and fine-grained management and control technologies in the networked and offline States, and develop an industrial control security programming platform; Research on identity authentication based on * * * computing, key of running state access permission and behavior feature extraction technology, and develop security management software for industrial control programming platform. The development of the project has great theoretical significance and practical value of industrial control. The scientific research achievements of the project will play a full role in building a network power, developing digital economy and helping economic and social development.
